Information about the expansion of CSIS headquarters

The Canadian Security Intelligence Service (CSIS) has been given increased responsibilities and resources to carry out its mandate, which is to investigate threats to national security and report to, and advise, the Government of Canada, so as to protect the country and its citizens.

Consequently, the Service’s evolving needs require it to build additional capacity for its employees. In the fall of 2007, CSIS was granted approval to proceed with an expansion project. As a result, there will be an increasing amount of construction activities on the CSIS campus over the coming months as the Service begins construction of a five-storey tower next to its headquarters building in Ottawa. Preliminary site access work began in late March 2008; excavation and construction work will begin in late fall 2008, and completion of the tower is forecast for 2011.

Remarks by Jim Judd, Director of CSIS, at the Global Futures Forum Conference in Vancouver

I want to speak briefly this morning to the subject of change in the intelligence community, its drivers, and some of the implications of these changes.

My perspective is not that of a seasoned intelligence professional but, rather, one of someone who has spent only the last few years in the “business” but, before that, in a variety of other different public sector positions.

Therefore, this will be a kind of insider-outsider perspective so those of you with much more experience than I in this domain should feel completely unconstrained in taking either exception or umbrage to what I have to say this morning.

Thank you for the invitation to speak to you today.
Issues around security and diversity - whether considered individually or in tandem - are certainly topical these days in many parts of the world, our own two countries included.
For many, the debate has, over the last six years, centred especially on the threat of terrorism and Islam - and whether the two are in fact linked.
I fear, unfortunately, that this debate - including the broader questions of security and diversity - has too often generated more heat than light, so to speak.
I want today to focus on how my own organization has responded to the changing diversity of our own country and what lessons we have learned in the process.

CSIS Director responds to Treasury Board’s Round III (2005) Management Accountability Framework (MAF) assessment of the Service.

For two years, the Service has participated in Treasury Board’s (TB) Management Accountability Framework (MAF) assessment exercise. The MAF sets out TB's expectations for good public service management and assesses how Canadian government departments and agencies are doing, based upon a specific set of criteria. The MAF assessment provides departments and agencies with an independent, objective perspective on their management practices and provides guidance on improvements.

On May 22, 2007, TB posted the results of MAF Round III (2005) assessments for 53 departments and agencies on its web site. Overall, CSIS received a very positive assessment, with two notable ratings for ‘Governance Legitimacy’ and ‘Procurement and Contract Management’.

The following is the Management Response from the CSIS Director to the MAF (Round III):

Commentary No. 90 - Russia’s Drive to the East

by J. Larry Black, Professor Emeritus, Director, Centre for Research on Canadian-Russian Relations, Institute for University Partnerships and Advanced Studies, Georgian College, Barrie, Ontario.
The territory governed directly from Moscow during the days of the USSR made up one-seventh of the landmass of the world, straddling what was generally termed “East” and “West” in 20th century geopolitics. The Kremlin’s political outreach held sway over a much larger area than that, for it encompassed the countries of the Warsaw Treaty Organization (Warsaw Pact), other scattered small countries (e.g., Cuba, Vietnam), and the members of over 90 communist parties throughout the world.

Talking points for 2007 Raoul Wallenberg International Human Rights Symposium

How Should a Democracy Respond to Domestic Terrorist Threats

Thank you for the opportunity to speak this morning. I would like to address briefly three issues:

-	first, the nature of the contemporary threat posed by terrorism;

-	second, the response to that challenge by democratic governments; and,

-	finally, some concluding observations about the relationship between that threat and the response to it.

My remarks will principally deal with the Canadian experience. That said, I should make it clear at the outset that both dimensions of this issue - the threat and the response - are impossible to extricate from a broader global perspective. So please bear with me as I occasionally venture beyond our own borders.

Commentary No. 89 - China and the Internet

The Internet continues to expand rapidly in China, which already has over one hundred million users and will soon become the country with the greatest number of citizens on-line. While a decade ago it was widely argued that the spread of the Internet would inevitably lead to a more open and democratic China, the subsequent reality has proven more complicated. The Chinese state has sought with considerable success to balance the economic benefits of the Internet against concerns about maintaining and even enhancing authoritarian political control, and pursuing China's perceived national interest. Consequently, the use of the Internet in China raises a host of interrelated issues, several of direct significance to Canada.

Integrated Threat Assessment Centre (ITAC) backgrounder, Revised June 2006

The Government of Canada, as part of its National Security Policy, is building a fully integrated security system, to enable Canada to respond more effectively to existing and emerging threats to its national security. The necessity for an integrated security system has become increasingly evident in recent years, most dramatically demonstrated by the events of September 11, 2001, and the numerous and widespread terrorist attacks since then. The requirement to encourage information-sharing and cooperation among organizations that collect and analyze intelligence vital to national security is paramount.

An effective security system begins with a comprehensive threat assessment. While many individual departments and agencies produce threat assessments, their ability to share information and conduct effective analysis has been inconsistent in the past. To address this gap, the Government of Canada established the Integrated Threat Assessment Centre (ITAC), which has been operational since October 15th, 2004.
